Job Purpose
We are seeking a Director of Proposals to own our RFP function from end to end—someone who can strategically build a world-class organization while personally leading and winning high-stakes proposals. This role requires hands-on proposal writing for GIS consulting services while also designing the systems and team that will scale long-term success. The position balances execution (60–70%) with leadership and strategy (30–40%) and offers the opportunity to build and lead a growing proposals team.
Job Description and Requirements
Hands-On Execution (Player)

Personally write and manage complex, high-value proposals from kickoff through submission, ensuring quality and on-time delivery

Craft compelling, client-focused content that differentiates technical offerings and clearly communicates value

Coordinate cross-functional teams to gather technical content, pricing, and required documentation

Lead client presentations, interviews, and negotiation processes as needed
Strategic Leadership (Coach)

Develop and implement a comprehensive RFP strategy aligned with company growth objectives

Design scalable processes, workflows, and systems to improve win rates and operational efficiency

Establish bid/no-bid frameworks, qualification criteria, and pipeline management processes

Build content libraries, templates, and knowledge management systems

Identify resource needs and hiring strategies to build a high-performing team over time

Track metrics and conduct win/loss analysis to continuously improve outcomes
Required Qualifications

8+ years of RFP or proposal management experience with a proven record of wins

Exceptional writing skills with the ability to translate complex technical concepts into clear, persuasive narratives

Strong project management skills with experience managing multiple concurrent proposals under tight deadlines

Strategic mindset with the ability to design scalable processes while remaining hands-on

Demonstrated ability to influence and collaborate with stakeholders at all levels, including executives

Self-starter mentality with entrepreneurial drive to build and grow a function

GIS experience preferred
What Success Looks Like
First 90 Days:

Personally lead 3–5 proposals through successful submission with measurable quality improvements

Implement initial process improvements and establish a foundational content library
First Year:

Demonstrated improvement in win rates and proposal quality scores

Scalable systems and processes in place to support team growth
